The Qualified Income Legal Team (QUILT) Program was designed to help individuals and families

who are "too rich" for free legal services and "too poor" to afford regular attorney fees by offering

assistance with legal representation at a reduced fee.  It is comprised of local attorneys who are

members in good standing of the State Bar of Arizona (the licensing authority for lawyers).


 

*** PLEASE NOTE ***

We highly encourage you to first check with Southern Arizona Legal Aid, Inc. at

(520) 623-9461 if you have a CIVIL case or to check with the Pima County Office of Court

Appointed Counsel at (520) 243-4468 if you have a CRIMINAL or DUI case,

to first see if you qualify for their legal assistance programs.


THE QUILT PROGRAM IS IS NOT A FREE LEGAL SERVICE.

 

 

There is a $30 application/referral fee at the time you apply AND you are responsible for paying the

reduced attorney fees that apply to your specific case.  To participate in the QUILT Program, you

MUST meet the financial eligibility guidelines.

THE QUILT PROGRAM CAN ASSIST WITH THE FOLLOWING TYPES OF CASES:

»  Civil Cases:  Include Divorce, Foreclosure, General Civil Litigation, Guardianship, Landlord/Tenant Matters

»  Criminal / DUI Cases:  Include Criminal Misdemeanors and DUI Cases



Here's How It Works

information about our QUILT program.  The operator will provide you with further details.  You may also go

ahead and complete and return the APPROPRIATE Client Eligibility Form mentioned in #2 below.

Please note this is a phone service.  Due to limited staff, we cannot accept walk-ins.

The operator also DOES NOT provide legal advice.

2.     Complete and submit the APPROPRIATE Client Eligibility Form WITH the $30

non-refundable application/referral fee. The FINANCIAL ELIGIBILITY REQUIREMENTS needed  

to qualify for the QUILT program are provided with the forms (see below).  Form copies can also be sent to

you by email, fax, or mail.

The $30 application/referral fee MUST be included with the submitted form.  We accept
checks and

money orders (made payable to PCBA), or you can pay with VISA, MASTERCARD, DISCOVER or

AMERICAN EXPRESS (put credit card information on the form).  There are two ways to return the  

completed form and payment:

PLEASE NOTE
:  There are different forms and eligibility requirements for CIVIL and CRIMINAL/DUI

cases, and you are responsible for completing and submitting the appropriate one.  If you need

3.     Upon receipt of your application and payment, we will contact you by phone within two (2) business

days.  If approved, we will provide you with the name and contact information of an attorney who will

provide a free initial consultation.

4.     You will need to call the attorney to schedule the initial consultation.  It is your responsibility to

make these arrangements.  The attorney fees and payment will be discussed during the consultation.

What To Expect When You Consult With The Lawyer

At the meeting, the lawyer will discuss your legal concern with you & advise you of the options

for handling it.

It is important that you bring all papers related to your legal problem to the meeting.

It will save you time and money.

If you choose to have the lawyer handle your legal matter, you will need to discuss

the lawyer's fees during the meeting.

Fees are based on the time and type of work involved and the difficulty in handling the
legal concern.

Be sure you understand what the lawyer will do and how the fee will be determined.  You should ask

the lawyer for a written fee agreement explaining how the fee will be determined.
